New chiropractic office in a new city with limited contacts.
If I were you, I would network with two strategies in mind, since you have two target audiences: 1) Host monthly open house events to invite the community into your practice to meet you and your staff. Offer giveaways during the open house for free consultations and healthy gift baskets. 2) Visit networking meetings where you may find collaborators such as herbalists, massage therapists, physical therapists, etc. with whom you may form potential partnerships.

Depending on your surrounding circumstances, I might have an idea or two. If you'd care to share some additional details via Clarity.fm email, then I could determine if my recommendations are worth a call or not. They might be, or they might not be. I'll know right away.

Create a youtube channel. Upload 5 or 7 videos where you give advice on different exercises where you solve chronic pain or whatever problem most people go to visit. After each video create and "end card" with your personal website or contact info indicating also location. Remember to include a thorough description of your video and also your address. Easy way to get leads of videos are good.

First of all, good luck. It's not easy to start in a new city, especially in your field.
I would start with identifying where your potential clients go to before coming to you (if at all). Create partnerships and if needed, offer a relevant references a free treatment so they will be happy to send clients your way.
Good luck!
